Summary

• Add a configurable claim cap (default 2) for the first two daemon heartbeats.
• Apply the cap once before claim selection, then restore full slot capacity.
• Add focused tests for initial cap, cap release, and configured value.

Verification

• Focused dispatch ramp tests: 3 passed.
• npm run lint: passed with existing warnings.
• npm run typecheck: passed.
• Full test suite not run (4 GiB worker memory limit).
