Summary

Add autonomous.scope.milestone config and pass it to Linear issue selection.
Filter issue queries by exact project milestone name when configured; preserve project-wide selection otherwise.
Include the milestone in the cache key and cover GraphQL filter forwarding.

Verification

npm run typecheck
npm run lint (existing warnings)
npm test -- --run src/linear/linear.test.ts (26 tests passed)
Repository pre-commit checks passed.
