static-debian12 and static-debian13 are separate image names, not tags of one image, so Renovate only ever refreshed the Debian 12 digest and never offered the move.

Moves the runtime stage from
gcr.io/distroless/static-debian12:nonroottostatic-debian13:nonroot, pinned by digest.Why Renovate never offered this: distroless puts the Debian release in the image name (
static-debian12,static-debian13), not in the tag. To Renovate they are two unrelated packages, so it kept thedebian12digest current and had nothing to upgrade to. The next Debian release will need the same manual change.Trivy today: static-debian12 has 1 OS finding, static-debian13 has 0. The 19 findings in the flowscape image are in the Go binary, which this change does not touch.
CI builds the image and runs it read-only as 65532.
