P2 Badge Add the badge hosts to the endpoint policy

This line introduces sladge.net and img.shields.io, but .github/scripts/check-approved-external-endpoints.sh explicitly scans README.md and neither host appears in .github/policies/approved-external-endpoints.txt. The checker currently reports success only because its rg expression errors under the default regex engine while stderr is discarded, so these unapproved endpoints silently bypass the repository policy and will fail validation once that checker is repaired. Add both hosts to the policy or use already-approved badge endpoints.
