Add Windows Support for Kane CLI Mobile Testing

Allow Windows users to run Android Emulator-based mobile tests locally using the same Kane CLI workflow.

Thanks @EashanLT currently this is not planned, also we have released the support for remote so now you can create testmd and run emulator / simulator tests directly from windows
