Summary

Adds an Issue assignment — claim before you work section to CLAUDE.md so that several people (and their agents) can work through the issue queue in parallel without fixing the same thing twice.

  • Pick the highest-priority unowned issue first (priority/p0 → p3, oldest first, then unlabelled), skipping status/blocked, status/needs-info and status/wontdo. Includes a tested gh query.
  • Claim it before writing code: self-assign, then re-check the assignees to catch races. Contributors without write access leave a Claiming: working on this comment instead.
  • Issues that are assigned or claimed are off-limits. A stale claim (7 days with no activity and no PR) is handed over only after asking on the issue.
  • PRs use Closes #N, which also feeds the existing label-mirroring rule.
  • Unassign yourself and leave a note when you drop an issue.
  • Larger untracked work (e.g. UI/integration) gets an assigned issue first so it shows as taken.

It also notes that the existing ~/.claude/agent-comms/ bus only coordinates agents on a single machine, while assignment coordinates people.

Docs-only change; no runtime code touched.

No closing issue: this is a contributor docs change, so there are no issue labels to mirror under the PR labeling rule.

🤖 Generated with Claude Code

Summary by CodeRabbit

  • Documentation
    • Added guidance for selecting eligible unowned issues by priority (p0–p3, oldest first), followed by issues without a priority label. Blocked, needs-info, and wontdo issues are skipped.
    • Clarified how to check issue comments and linked pull requests before claiming, record claims, determine ownership, and handle maintainer overrides or stale claims.
    • Added instructions for splitting searches that exceed GitHub’s result limit, linking pull requests to issues, and releasing claims when work is dropped.
    • Work without an issue must be tracked in an issue before it begins.

Document how people and their agents pick issues in priority order and
claim them by self-assignment (or a claim comment without write access)
before starting, so two contributors never fix the same issue in
parallel. Covers race checks, respecting existing claims, stale-claim
handoff, linking PRs, and releasing dropped issues.

Systems and components

  • observed — CLAUDE.md (service) was modified; 1 changed file maps to changed impact.

Before / after behavior

  • observed — Modified behavior in CLAUDE.md: Adds a required issue-selection procedure that queries unassigned issues by priority and age, excludes blocked, needs-info, and wontdo issues, puts unlabeled issues after p3, and requires splitting exactly-1,000-result searches. It also requires checking issue comments and open PRs before claiming.
  • observed — Modified behavior in CLAUDE.md: Adds claim and release marker procedures, including optional worker IDs for agents sharing a GitHub login. The owner's latest marker determines whether a claim is active; the earliest active claim wins, and an assignment without a marker or an older free-form claim also marks an issue as taken.
  • observed — Modified behavior in CLAUDE.md: Adds rules against working on claimed or assigned issues, except that maintainer assignment or takeover overrides claims. For an inactive issue with no linked PR for 7 days, workers must ask the owner; after 3 more days without a reply, they may post a takeover marker that supersedes only the stale owner's claim, then transfer the assignment.
  • observed — Modified behavior in CLAUDE.md: Requires PR bodies to include Closes #<N>. When stopping work without a PR, workers must post a release marker and unassign themselves; if the issue is already fixed, they must identify the fixing PR or commit and ask a maintainer to close it. Work not yet tracked by an issue must get an issue assigned to its worker.

List unprioritised issues and raise the result limit, resolve competing
claims by earliest claim, and define the stale-claim handoff when the
owner does not reply.

Addressed all three CodeRabbit findings in f43d4d4 (result limit + unprioritised query; earliest-claim tie-break; 3-day stale-claim handoff).

Applied the stale-claim takeover fix from the sibling CLI PR (LeanerCloud/cloud-commitments-cli#2202) in 6b611aa so both CLAUDE.md files stay identical: a takeover comment supersedes the stale claim for the step 2 earliest-claim check.

Synced a fix raised on LeanerCloud/cloud-commitments-go#421: the post-claim gh issue view check now prints claim comments as well as assignees, so a comment-based claim isn't missed.

Rewrites steps 2, 3 and 5 for readability: commands in fenced blocks
wrapped under 100 columns, [<worker-id>] in every marker example, the
override limited to a maintainer's assignment or Taking over:, and the
