Spells out the full issue pick order in the "Issue assignment" section, step 1: priority/p0 to p3 then unlabelled; within a level urgency, then impact, then unblocks-others, then smaller effort; ties oldest first; skip blocked, needs-info, wontdo, and anything assigned, claimed or with an open PR. Previously it only said "oldest first within a priority". The same wording is applied in all four cloud-commitments repos (go and cli follow once #421 and #2202 merge).

Docs only. No closing issue, so label mirroring does not apply.

Merge-driver verdict: CLEAN at c5f15d8455b5bb0bc69a32a26fbab9a7b5da94da

An independent adversarial reviewer (Sonnet, high effort, cold brief, not the author) reviewed the full diff. It found no blocking findings.

Local verification (real, docs-only change):

  • markdownlint -c .markdownlint.yaml on the head-SHA file: rc=0.
  • No em-dashes in the new lines.
  • Wrapping matches the neighbouring lines.
  • gh label list confirms the label values the prose relies on: urgency/* = now > this-sprint > this-quarter > eventually, and effort/* = xs < s < m < l < xl.
  • No other file references the changed wording.

Non-blocking notes:

  1. The step 1 commands still list candidates oldest first within each priority. An agent has to apply the urgency, impact, unblocks and effort tie-breakers to that output itself. A one-clause note saying so would make this explicit.
  2. The impact/* order is not spelled out, and "few" vs "internal" is ambiguous. "Unblocks others" has no label, so it is a judgement call.
  3. The new skip clause repeats the existing "Before claiming, also check that no open PR already addresses it" sentence and step 2's claim check. It duplicates them but does not contradict them.

Gate items:

  • No closing issue, so label mirroring does not apply.
  • CR waived: quota, adversarial review + local verification + green CI.
  • Merge on the owner's request once CI is green at this SHA.
