Add Signature Rejection editor to Policy Workbench #8685

Part of #8160. Depends on #8684.
Goal
Add Signature Rejection to the existing Policy Workbench after generic multi-child compound support is ready.
This issue only coordinates the policy-specific frontend work.

Backend contract
The backend policy contract is already implemented by #8159 and remains the source of truth.
The frontend must not add its own authorization, inheritance or delegation rules.
Done when
This issue is complete when both child issues are complete and Signature Rejection works in Policy Workbench for the supported scopes using the existing engine.
Out of scope
Requester flow, signer rejection UI, API visibility and validation-page rendering are tracked by #8161, #8388 and #8162.
