Adds a
SegmentWriterclass to track and write the pipeline/detector status and times. Re-writes the monitoring code to use that data rather than parsing the logs, and also adds plots and tables to show the duty cycle. Fixes a couple of rough edges in monitoring (start-up crash wheneventsdirectory doesn't exist, repeated event page work).
