Build on #521. Updates the base mamba image, moves
gwpyto>=4,<5which allows the use ofigwn-segments, replacing two of the old LIGO packages that broke on the new mamba base. Also bumps a few other stale pins.@bhgupta20 I'll rebase once #521 and #519 get merged, but this should allow the containers to build. As a side note, with the containers shrunk, the build times should be a lot faster.
