Changes

• Remove the fixed 25-model-effect cap from the shared agent loop without adding a replacement limit.
• Preserve cancellation, terminal failures, ordered tool dispatch and durable operation settlement.
• Replace cap-exhaustion expectations with regressions covering long continuations and tool runs, later cancellation/errors, and buffered steering.

Tests

• Five regressions failed against the capped implementation and passed after removal.
• Full Go suite passed with a three-minute per-package timeout (44 packages).
• Wails build, generated-binding check, formatting and diff checks passed.
