Pin the release run to one dev commit

check computed the notes from origin/dev, then publish re-read
origin/dev roughly thirteen minutes later, after the verify suite. A
dependabot PR auto-merging in that window would have shipped in the
release without appearing in the notes or the changelog, and without
having been part of the tree the tests ran against.

check now records the SHA it evaluated. verify tests that SHA and
publish merges it, so the notes, the tested tree and the released tree
are the same commit by construction.

This nearly happened on the 1.2.8 run: #104 merged into dev while it
was building and missed the publish merge by a few minutes.
