Updates the Jules workflow to stop a session before closing its losing or duplicate pull request, preventing it from waking and recreating its deleted branch.
Changes:
- Documents the stop-before-close sequence for losing or duplicate Jules PRs.
- Adds post-stop session settlement and branch cleanup guidance.
- Adds a changelog entry describing the operational fix.
- A moderate issue remains: the follow-up watcher must use
--follow-upto ensure an already-settled session processes the stop request before the PR is closed.
