Implement assurance templates: incident response and inspection corrective action #1
Description
Goal
Promote incident-response and inspection-corrective-action from draft templates to verified executable workflows.
Required work
- implement schema-defined entry wizards
- map evidence, inspection, finding, incident and corrective-action capabilities through host adapters
- enforce critical/high risk governance and human approval
- preserve tenant, actor, device, correlation and causation context
- add online, offline replay, conflict and approval tests
- keep WorkCore as the operational mutation authority
Acceptance criteria
- both templates pass catalogue compatibility checks
- no direct operational table mutation from Interaction Engine code
- authority and cross-tenant negative tests pass
- templates may be marked
readyonly after connected-host verification

This issue remains open because the canonical WorkCore host handlers and connected-host tests are not yet present. The templates must not be activated for live operational mutation until
assurance.incidents.reportandassurance.inspections.completeare registered and verified through WorkCore. That work belongs with Issue #3's compatibility registry and host harness.
