How to make a new release of this action

Let vX.Y.Z be the new version that you want to release.

1. Create a new vX.Y.Z release:
   • Go to https://github.com/julia-actions/julia-downgrade-compat/releases
   • Click on "Draft a new release"
   • Click on "Tag: Select tag", and type vX.Y.Z (e.g. v2.3.4). Then click the "Create new tag" button. Make sure you include the v at the beginning of the tag!

Superseded by #24, merged to main as 2eeb4a0 — which carries this bump (julia-actions/julia-downgrade-compat v1 → v2) verbatim.

All five open bumps edit the same uses: block in CI.yml on adjacent lines (three also edit Runic.yml), and main requires linear history, so merging them one at a time would conflict and re-run the ~90-minute matrix five times. They were landed as one commit instead, reviewed against each action's breaking changes and validated together: full matrix green, plus a real-secrets codecov upload.

Your bump needed one extra change, which is why it is worth reading rather than just merging: v2 reads skip only under mode: forcedeps, so this repo's skip: Random, Statistics, TOML would have become silently inert config carrying a comment that no longer described it. It is removed — v2 handles stdlibs itself and its default mode: alldeps pins every dep and weakdep to its floor (verified in this PR's own log: Using Resolver.jl with mode: alldeps / --min=@alldeps), which is exactly what the Project.toml floor comments already claim this job does. forcedeps was considered and rejected: it min-resolves deps only, which would drop the Plots/Arrow weakdep floors that cfaffaf raised specifically so this job exercises them.

Closing as merged-in-substance; no rebase needed.
