Summary

Corrects the maintenance-pool reclaim inactivity calculation so a new or recently funded pool cannot be reclaimed based on the Unix epoch rather than its actual on-chain activity.

Changes

• Calculates reclaim eligibility from the most recent withdrawal, pool creation, or the target deposit timestamp.
• Uses saturating time arithmetic for the inactivity-window boundary.
• Prevents immediate reclaim of a newly created pool and prevents a late deposit into an old pool from being instantly reclaimable.
• Keeps the existing reclaim authorization, balance checks, and transfer behavior unchanged.

Scope

This PR is the focused inactivity-window correction. The separate repeated-reclaim safeguard and broader deposit-history work listed above remain independently scoped despite being included for assignment tracking.

Verification

No dependencies were installed and no builds, tests, or CI checks were run, per request.
