Prepare the official native client inputs before verifying Eclipse launches. Both clean uncached builds and the Eclipse check remain required.
The diagnostic fixture now checks a refused attach alongside a collector stopped at the fixed deadline. All 195 local tool tests pass; the six accepted release files are unchanged.
