[Feature] Moonbase option to declare library visibility #300

What problem does this solve?

In the Moonfin client, there is an option to disable certain libraries. For example, I don't want to see ebooks on my TV, so I disable that library using the "Library Visibility" option. But I noticed that there isn't any Moonbase setting to force that by default for all users, unless I missed it somehow. Nearly all of my users use Jellyfin on their TV and don't use it for books. So it would be nice to be able to set the default using Moonbase. And I can tell it is a server side option because signing into my account in the Moonfin web matches the "Library Visiblity" options I toggled on my Android TV

And I don't want to just remove their Jellyfin account access to that library, I just don't want it showing up in the Moonfin clients

Proposed solution

Add an option to control the default "Library Visibility" for all users in Moonbase
