Summary

Adds MRC94: capital-side MOR claim/mint destination.

Option End state Preference
B Per-claim mint to Arbitrum or Base Preferred
A Mint claims to Base only Fallback if dual-path bid is untenable

Includes thought process, dual-request process, and a Request for Bids to the Smart Contract Developer (both options priced before scope freezes).

Not part of compute upgrades (bugs / hot-cold / stake / registry).

Why MRC94

Open PRs reserve 91–93 for unrelated compute/runtime work (#85, #86).

Duplicate check

No existing MRC specifies capital claim mint chain destination as Arb and/or Base. Related but different: MRC43, MRC56, MRC64, MRC16/32/33, MRC72, MRC89.

Option A — Base-only — is a fallback if dual-path bid is untenable.
