Records the third recurrence of acting on stale issue/repository state in
memories/preferences.md, with dated provenance from ucdavis/rampp#140.
The deterministic pre-edit guard prompted by the recurrence is tracked in #2282.

Validation:

  • python3 scripts/check-links.py
  • npx --yes markdownlint-cli2@0.22.1 memories/preferences.md
  • independent adversarial review: clean at e2dc6f4e

Closing this memory-only PR as superseded by #2317, which implements the executable warn-only guard requested by #2282 and records the RAMPP recurrence in the hook documentation.
