Adds the VersionControl jj skill and its Jujutsu companion (colocated workflow, push-batched signing, secret gates at pre-push), rewrites WriteDocs/Tldr to the actual tldr-pages format, and wires the pre-push gate (jj-push alias + pre-push hook).
