Standardizes the Makefile: content + git hooks on
make install, avalidatethat runs both the commit and pre-push stages, and thereleasetarget that was in.PHONYwith no recipe.Also adds
rules/CommitGateWiring.md: hook activation goes in a committed install step — repo-local hooks inmake install, global tool config (the jj alias, signing keys) in the provisioning script — never ad-hoc per-machine config a fresh clone never gets.
