Problem
Session learnings (verification gates, scratch-dir discipline, work-session flow, user-config schema) lived only in conversation; two AgentTeams qualifier rules and StartFresh were stale.
Approach
Adds NoBackstory, OnePurpose, PresentTense, ScratchDirectory (+ claude variant), UserConfig, VerifyDecisions, VerifyRenderedOutput, WorkSessionFlow, LocalInferenceKeys, claude/Scheduling; updates Deslop, KnownIssues, VerifyClaims; retires StartFresh and the codex/gemini AgentTeams qualifier rules.
