Summary

Removes the concurrency block (added in #27, see also #28) from issue-project-automation.yml.

GitHub Actions concurrency with cancel-in-progress: false only allows one waiting
run per group. When 3+ label events fire simultaneously the newer pending run cancels the
older waiting one:

Canceling since a higher priority waiting request for issue-automation-NASA-PDS/…-N exists

This silently drops intermediate events so label-based automation (build project assignment,
sprint setting, label cascade) never runs for cancelled events.

The platform cannot queue more than one run — there is no cancel-in-progress: queue.
The correct fix is to address the root race condition in set_org_issue_field_values at
the script level (tracked in NASA-PDS/.github#29).

GitHub Actions concurrency with cancel-in-progress: false only queues
one waiting run at a time. When 3+ label events fire simultaneously a
newer pending run cancels the older waiting one ("higher priority
waiting request"), silently dropping intermediate events.

GitHub Actions concurrency cannot queue more than one run — this is a
platform limitation. The root race condition (concurrent read-merge-write
of org field values) will be addressed at the script level instead.
