Generate the repository policy from the independently verified immutable GDS 0.9.24 public bundle, without private estate policy provenance. Portable public profiles retain the existing pull-request rollout behavior.
Validation: native exact plan/apply/verify and committed context passed using the compiler fix in engine PR #218. The release archive, attestations, SBOM and independent consumer trust were verified before generation. git diff --check passed. Existing repository-owned instructions remain governed by the anchor generation flag.
