fix(build): raise the Go toolchain floor to 1.27.3 for GO-2026-6809 - #310

go1.27.2 carries GO-2026-6809 (crypto/x509 trusts compromised intermediate certificates). govulncheck reports it reachable through state.Store.Backup and fails release-bundle on main. Bump the canonical go_version, go.mod, the release-bundle and builder pins, the validation scripts and the toolchain docs to 1.27.3. The generated projections are regenerated separately through the governed flow. Refs NDDev-Technocracy-Standarts/std-0004-ci-cd-workflows#205
The toolchain floor bump changes the canonical go_version, so bundle.lock and the generated gds-ci workflow were stale. Regenerated through the governed generate flow on ubuntu-machine (plan plan_01M6AER8PFSZ5E8X74F01MDQ3B, operation op_01M6AERH6DRXY17N2PR8CTJZ5P, signed owner approval, verified). The golden projection embeds the canonical Go toolchain version (gds-ci go_version, the GDS fast check name in AGENTS.md and CLAUDE.md, and the bundle lock). Regenerated with GDS_UPDATE_GOLDEN=1; the full core suite passes.
