chore: add issue/PR templates, reusable CI, and repo structure docs - #1

- issue forms and PR template live on the default branch only (GitHub reads them there)
- reusable build workflow plus a thin root caller
- tools/init-branch-ci.ps1 generates the version-branch caller
- docs/open-source/REPO-STRUCTURE.md documents roles, file ownership, cherry-pick rules, new-branch steps and GitHub settings
- README: version branch index and main responsibilities
- add Unix gradlew; CONTRIBUTING/RELEASE updated for the branch model

PowerShell truncates an unquoted -PmcTarget=1.21.1 to 1, which made the branch guard reject the build with " Unsupported mcTarget 1 \.
