* mon-prefect only for failures * mon-prefect-tla for successes and failures - user/staff monitoring * mon-prefect-program for failures, with link to flow-run
* no reason to keep the extra read_all_streams() function when data_validation() as a flow makes more sense

Remove extra level in data_validation() function - the read_all_streams() function looks like a flow, so just make it that and remove the data_validation() empty function.
Update the Slack code to function as it is going to be from cycle 2 2026 - mon-prefect, mon-prefect-program, mon-prefect-tla
