We would like to make VirtualMemoryResource feature complete (cover full capability that driver API offers), like what we did with DeviceMemoryResource, after the rewrite (#2906) is complete. The current known gaps include:
Remaining: fabric handles, the last item on this epic. A second descriptor class carries the 64-byte handles, with export and import, tests, and docs. Fabric needs an IMEX channel, which no CI runner has, so the tests skip in CI and validation runs on internal Blackwell systems. This lands before the 1.3.0 cut.

@Andy-Jost to investigate remaining gaps, break down tasks to do, and fan out to the team as needed.
