Closing this one too. ESLint 8 → 10 spans the flat-config switch: ESLint 9 dropped the .eslintrc format by default, and this project still uses frontend/.eslintrc.json. Both frontend and docker-build fail on it as-is.

Migrating means converting to eslint.config.mjs and confirming eslint-config-next resolves next/core-web-vitals in flat form — not something to take as an automated bump. Opening a tracking issue for it.
