Changing the visibility of a work is a state change, so it should not be
issued as a GET. record-peer-review.service already posts the equivalent
call; this brings works into line with it.
Requires the matching change in ORCID-Source WorksController, which now maps
/works/{putCodes}/visibility/{visibility} to POST.
