- sec: every GitHub Action pinned to a commit SHA - ci: the org commit-format gate enforces the GDS-style commit message format on pull requests
- ci: the org gate is now a reusable workflow in the .github repository; this repository calls it, pinned by commit, so the logic is not copied
- ci: the branch commit became unreachable after the squash merge; the callers now pin the merged main commit
