Investigation update:

doctrine/annotations is not used directly by the Middleware application code, but it is currently required by jms/translation-bundle. JMS creates a Doctrine\\Common\\Annotations\\DocParser service and uses it in its translation extractors.

JMS Translation Bundle 2.7.0 is available and includes Symfony 7.4 compatibility fixes, but it still uses DocParser and does not remove the Doctrine annotations dependency. The upstream issue about this dependency remains open.

Removing only doctrine/annotations is therefore not safe. JMS Translation Bundle would fail while building its services, and translation extraction would no longer work.

Removing JMS as well would require a separate migration. Middleware currently uses the Symfony native translation:extract command, but the existing JMS configuration also scans vendor/surfnet, so the native command is not a complete replacement yet.

Conclusion: there is currently no drop-in JMS update that removes the abandoned dependency. We should keep the dependency for now, unless we first replace all required JMS translation functionality and verify that the generated translation catalogs remain complete.
