New visitors must scroll through news and evaluation sections before reaching setup and subtitle workflows. Add a short navigation row to both English and Chinese READMEs linking directly to local setup, the subtitle web app, 0.9B weights, evaluation, and fine-tuning.
Validation: rendered both READMEs with GitHub Markdown; checked new links and repository paths; confirmed all existing code examples are unchanged.
