YAML to HTML conversion non-determinism

The yaml_to_html.py seems to generate some parts of the output HTML non-deterministically, at least for this branch:

E.g., the output may change like this:

-      <td>continuous | integer</td>
+      <td>integer | continuous</td>

Problem: This creates uneccessary changes that may make reviews more difficult
Solution: Sort these types of output in the python code before converting to HTML.

Being handled in PR #191 - close this issue when that PR is merged.

Based on the HTML updates by the pipeline going back and forth on some parts of the HTML in branch https://github.com/OpenOptimizationOrg/OPL/tree/FormUpdate I think there are still a few remaining edge cases.

Let's check back when #203 is merged to see if that still happens. If not, we can close this, otherwise we should try to fix these final things.
