Catch exceptions and report stacktraces to dev channel, configurable

Slap a big ole' try/catch and report the trace and error to a dev channel so we can see errors and not have check for unreported kills on the api

Reporting on startup too would be good to just double check that its started, and if it auto-restarts (VM goes down/up) would be good to know if there was an outage
