feat: implement payment tools & publisher migration

Summary of Changes

This pull request implements the batch of 4 issues covering publisher configuration migration, account payment history, path payment routing, and SEP-0007 URI parsing:

1. Migrate Contributor-Issue Publishing Metadata to Utix ([DevOps] Migrate contributor-issue publishing metadata to Utix #108):

   • Configures default publishing repository to Parcel-Protocol/utix and active campaign Stellar Wave.
   • Disallows legacy RevenantLabs/RevyHub identifiers and validates GH_REPO.
   • Adds regression tests in core/__tests__/issuePublishing.test.ts and updates documentation in docs/ISSUE_PUBLISHING.md.

2. Build Account Payment History ([Feature] Build Account Payment History #111):

   • Complete feature slice under features/payment-history/ for browsing account payments.
   • Supports direction, counterparty, asset, amount, and cursor-based pagination for create_account, payment, and path payments.
   • Comprehensive unit, hook, contract state, and WCAG A/AA accessibility tests.

3. Build Path Payment Route Finder ([Feature] Build Path Payment Route Finder #110):

   • Complete feature slice under features/path-payment-finder/ finding Stellar DEX routes between assets.
   • Supports both strict-send and strict-receive, showing intermediate hops and effective rates.
   • Comprehensive unit, hook, contract state, and WCAG A/AA accessibility tests.

4. Build SEP-0007 Payment URI Parser ([Feature] Build SEP-0007 Payment URI Parser #109):

   • Complete feature slice under features/payment-uri-parser/ operating locally in the browser.
   • Decodes, validates, and explains parameters for both web+stellar:pay and web+stellar:tx.
   • Flags invalid formats, unknown parameters, and prevents secret keys from being accepted or transmitted.
   • Comprehensive unit, hook, contract state, and WCAG A/AA accessibility tests.

Security

No secret keys are accepted, displayed, stored, or transmitted.

Verification

• npm run verify:issues passed.
• npm run verify:features passed for all 3 feature slices.
• vitest run passed all 19 test suites (85 tests).
