Summary

Prevents repeated async status events from re-announcing identical live-region content while preserving meaningful changes.

Changes

• Tracks the last announced status/message key in a stable ref.
• Skips duplicate loading, success, and error announcements.
• Preserves polite loading/success and assertive error politeness.
• Resets deduplication state when the async status returns to idle.

Scope

This PR addresses the focused accessibility announcer issue in core/hooks/useAsyncStatusAnnouncer.ts. The pagination fixtures, Node compatibility matrix, and ledger decoder remain separately scoped and are included above because they are also assigned in this repository.

Verification

No dependencies were installed, and no builds, tests, or CI checks were run, per request.
