It might be case where the ’ character is the right single quotation mark (U+2019, “curly apostrophe”), not the regular ASCII ' (U+0027), maybe it's a problem with my localisation.

Yes, I went to the /.mrpack4server/modpack, dig into the downloaded file, changed ’ to ' in the problematic file and I got info modpack was installed successfuly.
