ci(release): release page carries the update notes - #65

The page used generated notes and the bare tag as its title. It now takes docs/updates/<version>.md (plus a link to the Chinese notes) and is titled 'simplecadapi <version>', like every earlier release page. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>

The 2.2.7b1 release page was created with generated notes and the bare tag as its title. It now uses
