bringing the driver in line with meraki

Adds Extron matrix switcher driver and base SIS protocol implementation.
location services can indicate when an update is available and this will be applied in a timely manner.
also track all the locations we've seen
as was undocumented
when parsing the event log for booking creation events
as there might be issues with slight clock drift between servers
as clock drift might mean they didn't start straight away
Adds named arguments to to_s invocation on the checksum. This driver previously failed to compile.

I've got this up on https://placeos-dev.aca.im/backoffice/#/systems/sys-GAg-Vlc~-LM/modules with these settings on the driver https://placeos-dev.aca.im/backoffice/#/drivers/driver-H5FZiuAhQ43/about.
Looks to be working fine in my testing when adding this
"mapped_id": "mapped-16-031"to one of the desks.
