The per-head MVP is retired; the plan doc keeps its lessons learned, and the next build starts from an empty tree in this repo. Confidence: high Scope-risk: broad

Problem
PR status: ready to merge. Removes every tracked file (38 files: docaudit/, control_plane/, merge/, agents/, config/, the workflows) so docs freshness can start over from scratch in this repo. The repo itself stays.
Risk: none of the workflows had callers outside this repo, and nightly and control-plane were gated behind DOCS_FRESHNESS_ENABLED, which is unset.
Changes
Deletes everything. The lessons from the MVP are in the plan doc ("Phase 1 lessons learned (the MVP)"): https://docs.google.com/document/d/12AdHMJ8YoHd-tu66b6owhJ1DrizrqEwgfFsMD2KOojU/edit
