Changes

Documents the capture-side protection that reroutes and disables person processing for a single distinct ID sending a high, sustained volume of events (~5,000/min sustained). This is ahead of the public rollout of the new per-distinct-ID capture rate limit (currently running in dry-run mode in prod-US and prod-EU).

Added the canonical explanation as a new subsection on the ingestion pipeline page.
Corrected identity-resolution.mdx, which incorrectly stated that events are dropped when a catch-all distinct ID hits the limit — they aren't; person processing is skipped instead.
Cross-linked from best-practices.mdx (distinct ID guidance) and api/index.mdx (capture endpoint rate-limit behavior).

Opening as a draft since the feature is still in dry-run and doesn't have a public release date yet.
