Not only that, give him a combat level. Something arbitrarily high. If the player tries to attack say something like "there's a mystical force preventing you from attacking this creature." Aaroc then says "Please... No...."
Any NPCs that aggro on Aaroc will get nuked for their full HP after they chant a spell. Since guards aggro all NPCs now, Aaroc should naturally avoid pathing through cities.
