The seven test_*.py files at the root move into tests/. Each finds the repo root from its own path, the workflows and CONTRIBUTING run them with PYTHONPATH=tests, and ci_scope treats tests/** as inert, as it did the root test files.

The seven
test_*.pyfiles at the repository root move intotests/, so the root holds the build command, its pins and the project files.Each test now finds the repository root from its own path. The workflows and CONTRIBUTING run them with
PYTHONPATH=tests, andci_scope.pytreatstests/**as inert, as it did the root test files. CONTRIBUTING's layout table gainstests/, and it now liststest_ci_scopeandtest_lib_overrideswith the rest.All seven files ran before and after the move: 125 tests, OK, 3 skipped, both times.
