Discord's API now returns the rotterdam voice region, which wasn't in the VoiceRegion enum, so it failed to resolve to a known member. I added the missing value plus a regression test.

Tho I left the deprecated regions in place to avoid breaking existing
references. Just followup on me if needed.

Closing this because #3216 supposedly fixed this, and #3347 will solve the entire issue of the voice regions becoming outdated
