The refresh-backend-properties-with-real-time-benchmarking tutorial requires qiskit-device-benchmarking as a dependency ([link](https://quantum.cloud.ibm.com/docs/en/tutorials/refresh-backend-properties-with-real-time-benchmarking#requirements)). This PR adds that dependency to requirements.txt.
