Summary
Issue: QOV-2285
Add a new "Build settings" section in service settings for Application, Job, and Terraform services. Surfaces 6 build parameters (timeout, CPU, RAM, ephemeral storage, BuildKit cache, Git submodules) from the Advanced Settings table into a dedicated form with typed inputs.
