Motivation
Moving tools_dir from tools/ to docker/common/ and also change variable name accordingly to docker_api_dir.
Technical Details
Moving tools_dir from tools/ to docker/common/ and also change variable name accordingly to docker_api_dir.

Run the docker build and run benchmark utilizing and binding the file from new location.
