Validate timeout and batchSize as positive integers so invalid boundaries return the established structured failure result before I/O. Add regression coverage for valid dry runs, missing files, invalid option boundaries, and unavailable migration status. Closes RevoraOrg#991 Tests: focused Jest suite (9 passed); combined migration safety run (50 passed, 2 pre-existing Jest transform-cache failures); new test file ESLint passed
